Rezoning Sought for Matthews Avenue Property to Support Mixed-Use Vision Along Maple Street

A Rezoning Request for 415 Matthews Avenue, Carrollton, Georgia, Higher Ground Properties LLC, seeks to change two parcels at 415 Matthews Avenue from R-15 (Single-Family Residential) to C-3 (Neighborhood Commercial).

The rezoning would align the property with a few nearby parcels on Maple Street—924, 926, and 932 Maple—forming a unified zoning designation for a future mixed-use development. The 1.32-acre site includes a single-family home and a previously cleared parcel, both adjacent to a larger commercial tract not included in this request.

Despite the commercial zoning request, no commercial structures are planned for the Matthews Avenue property. Instead, the area will remain residential, supporting the broader development’s design, which includes commercial, condos, and single-family homes along the Maple Street corridor.

City staff noted that the project aligns with the evolving vision for the Maple Street area and recommended approval with conditions: no commercial buildings on the Matthews parcels and limited emergency-only access to the street.
