A proposed gift shop at 415 Dixie Street is set to bring new life to a historic 1900-era home in Carrollton’s Intown South Historic District. David and Jill Hesterlee are seeking to rezone the 0.35-acre parcel from Office Institutional (O-I) to General Commercial (C-2) to open an antique and gift shop in the former professional office space. The site includes a 2,000-square-foot building and a 10-space parking lot, with access from History Boulevard. The rezoning aligns with the City’s Comprehensive Plan and surrounding commercial land uses.
The Planning Commission unanimously recommended approval with conditions to preserve the historic character of the property. These include prohibiting backlit or neon signage and requiring a Certificate of Appropriateness for any exterior changes. City departments noted no adverse impact on public services, and the property already meets zoning standards for parking and access. The rezoning request is up for discussion during the Mayor and Council Work Session on Thursday, August 21. Updates will be shared in the coming weeks.
