New Gas Station and Retail Development on the Agenda at Upcoming Carrollton Work Session

The City of Carrollton Mayor & Council Work Session is scheduled for Thursday, September 18, 2025, at 9:00 a.m. at City Hall. One of the key items on the agenda is a rezoning and annexation request that could pave the way for a new commercial development on Highway 27 North, just north of Old Bremen Road.

Developer Mike Lokhandwala is requesting that three parcels (1395 & 1379 Hwy 27 N, totaling approx. 1.85 acres) be annexed into the city and rezoned to C-2 (General Commercial). If approved, the site would be developed to include:

  • A convenience store with drive-through
  • Fuel pumps
  • A fast food restaurant with drive-through
  • On-site parking and utility connections

According to the submitted concept plan, the project includes two commercial buildings, along with a covered fuel canopy and landscape buffers. The site currently sits just outside city limits and would be officially brought into Carrollton if the annexation and rezoning are approved.

The city is also proposing updates to its Unified Development Ordinance to better define and regulate gasoline stations separately from convenience stores. These changes aim to address growing development interest in high-traffic corridors like Hwy 27.

This development would not only bring new retail options to the north side of town but could also contribute to Carrollton’s ongoing commercial growth along key thoroughfares.
