The Three Rivers Regional Commission (TRRC) has issued a Request for Proposals (RFP No. 2026-ADMIN-002) seeking qualified vendors to provide comprehensive Payroll Services for the Commission and its programs serving a 10-county region in West Central Georgia.
TRRC is soliciting proposals from experienced payroll service providers capable of delivering accurate, compliant, and efficient payroll processing to support employees across multiple divisions, including Aging Services, Workforce Development, Transportation, and Regional Planning.
Proposal Submission Deadline
Proposals will be received by the Three Rivers Regional Commission until 4:00 p.m. (Local Time) on April 3, 2026. Proposals must be submitted electronically to:

Scope of Payroll Services
The selected vendor will be responsible for providing full-service payroll processing, including but not limited to:
- Accurate and timely payroll processing for TRRC employees
- Payroll tax calculations, filings, and reporting
- Management of benefits deductions and withholdings
- Compliance with applicable federal, state, and local labor laws
- Year-end reporting and reconciliation (W-2s, related filings)
- Secure data handling and system reporting
- Integration with existing financial and human resources systems
Vendor Requirements
Responding vendors must:
- Demonstrate experience providing benefits brokerage to public sector or nonprofit organizations
- Maintain compliance with all applicable state and federal regulations
- Provide references and evidence of financial and operational stability
- Meet all procurement requirements outlined in the RFP
