Rezoning Proposal for Cliff Street Heads to City Council

A small but strategic rezoning request involving a 0.14-acre tract at 430 North Cliff Street is moving forward in Carrollton. The parcel was rezoned from R-10 (Single-Family Residential) to C-2 (General Commercial). The applicant, Benchmark Brokers, requested the change in order to combine the tract with an adjacent commercial property fronting North Park Street (Highway 27) for future redevelopment purposes.

The Planning Commission reviewed the request during its January 13, 2026 meeting and recommended approval with conditions. Notably, any future commercial drive on Spring Street must function as an entrance only to reduce the impact of commercial traffic on the surrounding residential neighborhood. Additionally, any commercial operations on the site must limit their business hours to between 6:00 a.m. and 10:00 p.m. daily.

The tract is currently undeveloped and heavily wooded with steep slopes. While no specific development plan has been submitted, the rezoning is intended to improve site access for the adjacent commercial parcel by shifting a future driveway away from the busy intersection of Spring Street and North Park Street.

Planning staff noted that the parcel is not large enough to support a standalone commercial use but found that combining it with the neighboring property allows for a more functional design along the commercial corridor. Due to the site’s proximity to nearby residences, conditions were recommended to help mitigate traffic and noise.

The rezoning request is scheduled to go before the Mayor and City Council for a final decision on February 2, 2026, at 6:00 p.m.
