Carrollton City Schools Board of Education announced its intention to adopt a millage rate of 17.500 mills, representing a 0.689-mill increase over the rollback millage rate of 16.811 mills.
After fully rolling back its millage rate in 2024 and 2025, the proposed rate is a modest increase from last year and remains below the millage rate in effect from 2014 through 2024.
A millage rate is the tax rate applied to the assessed value of taxable property. Georgia law requires local governing bodies to set an estimated millage rate before receiving final tax digest numbers. The rollback rate, calculated each year by the Carroll County Tax Commissioner, is intended to keep property tax revenue the same as the previous year, accounting for inflation and reassessments.
The proposed rate supports the district’s continued growth, including the construction of the new Carrollton Early Learning Center, which will house pre-K and kindergarten students. Although the new school, scheduled to open in 2027, is supported by ESPLOST and state funds, these funding sources do not fully cover construction costs. Local revenue is needed to bridge the gap and complete the project.
“Planning for the future of our community means making intentional choices today,” said Dr. Mark Albertus, superintendent. “Providing first-class educational environments for our young families is a critical piece to sustaining a healthy community, and the construction of the Carrollton Early Learning Center will be an excellent foundation for our district.”
Albertus reiterated the district’s commitment to balancing the needs of a growing school system while remaining mindful of the community impact.
“When setting the millage rate, our focus is to be good stewards of public funds while delivering the high-quality education expected by our families. The increase is an investment that enables our district to be competitive in attracting and retaining the best teachers while providing safe, top-notch schools and facilities for our students. This benefits not only our students but also the vitality and desirability of our community as a whole,” Albertus said.
In accordance with state regulations, CCS will host three public hearings before final approval.
All concerned citizens are invited to the public hearing on this tax increase to be held at the City of Carrollton Board of Education Board Room, 106 Trojan Drive, Carrollton, Georgia, 30117, on July 27, 2026, at 8:00 a.m. Times and places of additional public hearings on this tax increase are at the City of Carrollton Board of Education Board Room, 106 Trojan Drive, Carrollton, Georgia, 30117, on August 3, 2026, at 8:00 a.m. and August 4, 2026, at 6:00 p.m. The board is expected to cast a formal vote on the millage rate at its regular monthly meeting on August 4, immediately following the public hearing.
