E-911 Director Felicia Rowland is pleased to announce the promotion of Matt Clotfelter to the position of Assistant Director of E-911 Communications. With more than two decades of experience in public safety and a deep understanding of emergency operations and technology, Clotfelter brings a wealth of leadership and expertise to this critical role.
Clotfelter has served Carroll County with distinction since 2021, when he was first appointed as Communication Center Coordinator/CAD Manager. In that role, he oversaw the day-to-day operations of the E-911 Communications Center, managed the Computer Aided Dispatch (CAD) System, and played a key role in ensuring the Emergency Operations Center (EOC) remained in a constant state of readiness. His leadership and vision have contributed significantly to advancing the county’s emergency communications infrastructure and operational preparedness.
As Assistant Director, Clotfelter will support the Director in overseeing daily operations, supervising personnel, managing emergency communications technology, and ensuring operational and emergency readiness. He will also lead during major incidents, represent the department in interagency planning sessions, and provide technical oversight across critical communication systems such as GIS, dispatch consoles, phone systems, and IPAWS.
Director Felicia Rowland expressed confidence in Clotfelter’s continued leadership, stating, “Matt’s professionalism, technical expertise, and genuine heart for service have been a tremendous asset to Carroll County. Promoting him to Assistant Director is a natural next step in the evolution of our E-911 team, and I know our citizens will benefit from his steady leadership.”
A longtime resident of Carroll County, Clotfelter is deeply invested in the community. He serves as a Life Group Leader at Southern Hills Church at City Station in Carrollton, where he attends with his wife, Amie, and their two sons.
