The Carrollton City Council unanimously approved a site plan amendment Monday night, clearing the way for a major mixed-use development along the Highway 166 Bypass that will include a Texas Roadhouse restaurant.
The development, located near the intersection of the Highway 166 Bypass and Cedar Street, has generated community interest for months. That interest peaked during the meeting when developer representative Brad Culpepper confirmed that Texas Roadhouse is officially part of the project and has already signed a lease.
The approved amendment revises the original site plan by reducing commercial acreage from 19.43 acres to 10.12 acres while maintaining plans for a 330-unit apartment complex. The adjustment allows for increased residential acreage, greater flexibility in the layout of commercial outparcels, and expanded open space throughout the site.
The Planning Commission previously recommended approval of the amendment with six conditions, including requirements for internal sidewalks, traffic improvements, and restrictions prohibiting gas stations and quick-service restaurants. Sit-down restaurants, such as Texas Roadhouse, are permitted under the approved conditions. The developer agreed to all stipulations.
City officials noted that the proposal was thoroughly reviewed by city departments, including police, fire, utilities, and the local school system, to assess potential impacts on infrastructure and public safety. With the council’s approval, the development is set to move forward, bringing a highly anticipated new dining option to Carrollton.
